Goldman Sachs said HK Chief Executive's Policy Address aims at increasing the supply of public housing and facilitating homeownership for local end-users in the near-to-medium term.
In the longer-term, the research house believes the focus is to create developable land for the city through rezoning, resumption, and reclamation.
But Goldman does not foresee a substantial near-term change in the supply dynamics as most of the initiatives have a limited impact on land supply in the next few years.
Regarding the use of the Lands Resumption Ordinance, Goldman said it does not see a conclusive policy directive for the much broader or more pervasive use of this method as an option for the government to increase the supply of land.
