雙非嬰兒分薄香港資源，候任行政長官梁振英未上台先出招，被部分議員批評僭越現屆政府的權力（overstep his authority with the present government）。距離換屆僅兩個多月，梁就下年的雙非孕婦配額提出建議，怎能說是僭越？

 

　　「僭越」即超越本份行事，英文是overstep the bounds of authority。簡潔一點用overstep one's authority亦可。Over可解「越過」，step就是「踩」，overstep連在一起指「超出可接受的限度或規範」。注意bounds作「界限」解，須用複數。

 

　　Overstep the bounds of authority（越權）是一常用的搭配。此外，overstep the bounds of也可用於其他領域的界限。例如：He overstepped the bounds of propriety by inviting his own friends to the dinner without the host's consent.（他未得主人家同意就邀請自己的朋友出席晚宴。）；He overstepped the bounds of personal privacy in order to obtain the information.（為了取得資料，他僭越個人私隱的界限。）

 

警報器Alarm

 

　　酒店三級火，多名住客投訴聽不到任何警鐘聲。原來消防處規定，酒店和商廈實施分層警報，只有起火單位的「兩上一下」層會響起警鐘（alarm），防止不必要的恐慌。

 

　　Alarm解「警報器」。不同用途的警報器，可以複合名詞表示，例如fire alarm （火警鐘）、alarm clock （鬧鐘）和burglar alarm （防盜警報器）。

 

　　Alarm還有抽象意義，解「驚慌、擔憂」。但凡名詞的意思是抽象，則不可數。例句：There is growing alarm at teenagers' obsession with the Internet （愈來愈多人擔憂青少年沉迷上網）；「Fire！」 the residents cried out in alarm （「失火了！」居民驚恐地叫喊）。

 

　　另外，「虛驚一場」的英文是a false alarm：The rumor of kidnapping children turned out to be a false alarm （拐帶兒童的謠言原來只是虛驚一場）。

 

優先次序Priority

 

　　醫學會副會長周伯展接受電台訪問，表示私家醫院應以服務香港市民為先（private hospitals should give priority to serving Hong Kong residents），資源有剩，才考慮服務境外人士。

 

　　Priority解「優先」。學生字，除了要懂其義，還要懂得運用。例如學名詞應留意例句，看看其慣常配搭的形容詞和動詞，以及跟在其後的介系詞，用起來才會得心應手。

 

　　以priority為例，要表示「最優先考慮的事」，常用的形容詞的配搭有：top / first / main / primary priority。至於「重要性低的事」，慣常的配搭便只有low priority。

 

　　Priority通常配搭動詞have、take或give，後跟介系詞to或over。例句：The safety of patients takes priority over any other matter （病人的安全比其他事情更為重要）。

 

　　其他常用搭配還有：a priority task、on my list of priorities、consider something to be a priority、get/set your priority right等。
