Citi Research said housing was one of the key topics inside Hong Kong's Chief Executive Carrie Lam's Policy Address this year.
Increasing land supply, including the use of "land resumption ordinance" for public housing development, was well anticipated by the market.
However, the HK government's efforts at boosting homeownership by introducing several new initiatives are likely to unleash pent-up demand and drive an earlier-than-expected home price recovery.
Citi views the policy address as positive for the HK residential market as well as HK developers, with home prices bottoming potentially before February 2020.
